California’s rules regarding right turns at red lights are governed by the California Vehicle Code and have recently seen increased enforcement efforts, particularly through the use of automated red-light cameras. Here’s a comprehensive overview of what drivers need to know as of 2025.
Permissive Right Turn on Red: The Basic Rule
- In California, drivers are generally permitted to make a right turn at a red light after coming to a complete stop, unless a sign specifically prohibits it (such as a “No Turn on Red” sign).
- The law requires that you stop at the marked limit line, crosswalk, or before entering the intersection, and only proceed when it is safe and legal to do so.
Key Requirements Before Turning Right on Red
- Complete Stop: You must come to a full stop before the limit line, crosswalk, or intersection.
- Yielding: You must yield the right-of-way to all other vehicles and pedestrians who have the right-of-way, including those crossing the intersection or with a green signal.
- No Turn on Red Signs: If there is a posted sign prohibiting right turns on red, you must wait for the green light.
- Red Arrows: A red arrow means you must remain stopped and cannot turn right until the arrow turns green.
Special Considerations
- Pedestrian Safety: Pedestrians in crosswalks always have the right-of-way. Drivers must be vigilant and yield to pedestrians before making a right turn on red.
- Bicyclists: Cyclists are subject to the same rules as drivers when it comes to right turns on red-they must stop and yield before proceeding.
- Left Turns on Red: Left turns on red are only allowed from a one-way street onto another one-way street, unless posted otherwise.
Recent Changes and Enhanced Enforcement
Automated Red-Light Cameras
- Many California cities, such as Napa, have implemented automated red-light enforcement cameras to deter violations and improve safety.
- The cameras monitor intersections and capture violations, including failing to stop before making a right turn on red or turning right on a red arrow.
- The first 30 days after camera installation may involve warnings, followed by citations and fines.
Fines and Penalties
- Fines for red-light violations can be substantial: $445 for running a red light or turning right on a red arrow, and $217 for failing to stop before making a right turn on red.
- Violations can also result in points on your driving record, which may affect insurance rates.
- Drivers with financial need may apply for fine reductions online.
Traffic School
- Eligible drivers may attend traffic school to avoid points on their record, but this option is not available to commercial license holders and may be denied if you contest the citation and are found guilty.
Why the Law Matters
- Traffic Flow: Allowing right turns on red helps improve traffic efficiency, especially during low-traffic periods.
- Safety: The rule is designed to balance efficient movement with the safety of pedestrians, cyclists, and other vehicles.
- Legal Clarity: Clear rules and increased enforcement aim to reduce confusion and prevent accidents at intersections.
What Drivers Should Do
- Always come to a complete stop at red lights before turning right.
- Check for and yield to all pedestrians and oncoming traffic.
- Obey all posted signs-never turn right on red where prohibited.
- Be aware of red arrows, which require a full stop until the arrow turns green.
- Watch for intersections with automated cameras and follow the law to avoid fines.
Staying informed and cautious at intersections will help you avoid costly penalties and keep California’s roads safer for everyone.

I have seen drivers who did not wait for the green light they have violated the law by turning right on a light sign that said no right turn on red arrow and light. I almost got hit because the drivers did not wait for me and pedrestians who have the right away. There are no camera on magnolia and Tyler from the mall to magnolia and hole streets. We need to install cameras for all these intersections. Please do so so I and others who have to be nervous while crossing the street.
I can not share the article on red light
Red light cameras are installed for one purpose and one purpose only….TO MAKE MONEY!!
In our town, they were installed under the lie of Safety. But as soon as they stopped making money because people stopped for the red on right-hand turns (the real moneymaker) every single one was removed!!
